L\u2019exercice de cette ann\u00e9e 2026 r\u00e9v\u00e8le une vacuit\u00e9 inqui\u00e9tante face \u00e0 une p\u00e9riode de crises profondes : instabilit\u00e9 budg\u00e9taire nationale, dette souveraine et fragilisation de l\u2019organisation territoriale\u2026<\/span><\/p><p><span style=\"font-weight: 400;\">Pour la premi\u00e8re fois, les Pyr\u00e9n\u00e9es-Atlantiques sont \u00e9ligibles \u00e0 hauteur de 9 millions d\u2019euros au Fonds de sauvegarde des d\u00e9partements.<\/span><\/p><p><span style=\"font-weight: 400;\">Cette aide de l\u2019Etat traduit la fragilit\u00e9 sociale structurelle de notre territoire, notamment li\u00e9e \u00e0 l\u2019explosion des besoins en prestations sociales (RSA, APA, PCH).\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Nous ne savons plus si nous devons g\u00e9rer un d\u00e9partement riche ou pauvre, tant l\u2019incertitude plane sur nos recettes et sur nos contributions nationales.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3096797 elementor-widget elementor-widget-heading\" data-id=\"3096797\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">Que nous propose l\u2019ex\u00e9cutif d\u00e9partemental pour 2026 ?\n<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-bfe1608 elementor-widget elementor-widget-text-editor\" data-id=\"bfe1608\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Des orientations budg\u00e9taires extr\u00eamement prudentes et techniques mais politiquement d\u00e9cevantes. Dans le rapport, la droite d\u00e9partementale nous explique longuement pourquoi c\u2019est compliqu\u00e9, pourquoi c\u2019est incertain, pourquoi il faut attendre. Elle ne nous dit jamais clairement ce qu\u2019elle choisit de d\u00e9fendre ou ce qu\u2019elle est pr\u00eate \u00e0 sacrifier.<\/span><\/p><p><span style=\"font-weight: 400;\">Or, quand l\u2019argent manque, ne pas choisir, c\u2019est d\u00e9j\u00e0 choisir.<\/span><b>\u00a0<\/b><\/p><p><span style=\"font-weight: 400;\">L\u2019ex\u00e9cutif d\u00e9partemental pr\u00e9tend tenir le cap dans la temp\u00eate tout en \u00e9vitant soigneusement de hi\u00e9rarchiser les priorit\u00e9s sociales, une politique du <\/span><i><span style=\"font-weight: 400;\">drin de tot<\/span><\/i><span style=\"font-weight: 400;\"> (un peu de tout) qui refuse de choisir et, par cons\u00e9quent, de prot\u00e9ger r\u00e9ellement les plus fragiles.\u00a0\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Dans le rapport, trois signaux nous inqui\u00e8tent particuli\u00e8rement pour l&rsquo;ann\u00e9e 2026\u00a0:\u00a0<\/span><\/p><ul><li><span style=\"font-weight: 400;\"> La menace sur le service public d\u00e9partemental : Sous les termes de \u00ab rationalisation \u00bb et \u00ab d\u2019optimisation \u00bb, ce sont les agents d\u00e9partementaux et leurs conditions de travail qui sont vis\u00e9s\u00a0;\u00a0<\/span><\/li><li><span style=\"font-weight: 400;\"> La d\u00e9shumanisation par l&rsquo;IA : La majorit\u00e9 propose d&rsquo;exp\u00e9rimenter des \u00ab agents conversationnels \u00bb pour simplifier l&rsquo;administration. \u00c0 l&rsquo;heure o\u00f9 nos concitoyens demandent de la proximit\u00e9, on leur r\u00e9pond par des algorithmes.\u00a0\u00a0<\/span><\/li><li><span style=\"font-weight: 400;\"> La mise sous surveillance des associations : un nouveau dispositif d&rsquo;analyse des comptes a \u00e9t\u00e9 cr\u00e9\u00e9, il sera v\u00e9cu par nos partenaires comme un outil de d\u00e9fiance plut\u00f4t que de dialogue.\u00a0<\/span><\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7c675cc elementor-widget elementor-widget-heading\" data-id=\"7c675cc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">D'autres choix sont possibles<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-826f6bc elementor-widget elementor-widget-text-editor\" data-id=\"826f6bc\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Les \u00e9lu-es Gauche 64 refusent cette r\u00e9signation comptable car il existe bien de la place pour un mod\u00e8le d\u00e9partemental p\u00e9renne, install\u00e9 sur le temps long, faisant appara\u00eetre des priorit\u00e9s claires.<\/span><\/p><p><span style=\"font-weight: 400;\">Un rapport d\u2019orientations budg\u00e9taires digne de ce nom devrait porter une vision strat\u00e9gique \u00e0 3 ou 5 ans avec des sc\u00e9narios clairs concernant la transition \u00e9cologique, la protection de l\u2019enfance, l\u2019autonomie des personnes \u00e2g\u00e9es ou encore sur l\u2019attractivit\u00e9 des coll\u00e8ges publics ou un meilleur \u00e9quilibre territorial.<\/span><\/p><p><span style=\"font-weight: 400;\">Surtout, le rapport devrait clairement affirmer la sanctuarisation des solidarit\u00e9s humaines : un d\u00e9partement class\u00e9 fragile n&rsquo;a pas besoin de prudence budg\u00e9taire frileuse, mais de courage politique.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-c0580ea e-flex
